Yeah, hardware-accelerated graphics is pretty tricky to emulate because it normally has to work fairly close to the hardware for performance reasons... putting in an abstraction layer for something as complex as DirectX or OpenGL is probably a massive undertaking.
At least, best I can guess for never having actually worked in 3D graphics (at an API level, much at least) or virtualisation...
